I am aware, but something simply occurring during the same time as the Human-Covenant War does not mean that it is part of the same overall conflict. The Human-Covenant War was a conflict between humanity (and its allies) and the Covenant. Isolated battles between the UNSC and the Banished (and the Covenant and the Banished) don't make the Banished part of the HCW. Similarly, battles between the UNSC and the Insurrections during the HCW are not included as part of the HCW.
